Community Peer Support is the HEART of Rebel Recovery… By All Paths, By Any Means. These services provide direct support to any community member impacted by substance use or mental health issues. Individuals engaged in these services work one-on-one with a member of the recovery peer team on individualized recovery care plans based on the individual's identified strengths and self-determined goals. Through shared understanding, respect, and mutual empowerment, these special workers establish connections and help our participants work toward self-sufficiency. Peers support all pathways for recovery by sharing their own experience and helping those they serve celebrating ANY POSITIVE CHANGE.  Recovery is a process of positive change and our team helps people become and stay engaged in this process in everyday environments.

Rebel Recovery is an accredited Recovery Community Organization that opened and operates Palm Beach County’s first Recovery Community Center within the main office. This allows for drop-in accessibility for anyone who requires peer/case management services. For the many participants currently unhoused, it provides a safe space to spend time during the day to charge phones, watch TV, play video games, or just rest for a little while. Prosocial events, community activities, and educational trainings are hosted here.

Any Positive Change. These services are specifically designed for peers to go directly into community and meet with individuals that may be experiencing homelessness. These services are provided at the lowest possible threshold.  Any team member can provide outreach services. This program covers certain areas where those who are unhoused can receive daily support. Activities can include resource linkage, building community and relationships, and advocacy.

RADD! Resilience Against Drug Deaths
This program is designed to improve health outcomes and health literacy for people who use drugs (PWUD).  Activities are centered around prevention and risk-reduction so individuals can overcome the negative consequences resulting from current or past substance use.  Education includes Overdose Prevention and Response, Narcan (naloxone) administration, Harm Reduction, and the Drug Policy Alliance Safety First: Real Drug Education for Teens.

Under Florida Statute, each county may designate a single syringe service provider (SSP) by ordinance.  As Palm Beach County, Florida’s Mobile Syringe & Health Service Program, FLASH provides syringe exchange services to any person who uses syringes, provides harm reduction and other services to people who use drugs (PWUD), and reduces the spread of infectious diseases through education, screening, and navigation. The primary goal of the FLASH Exchange is to provide harm reduction and sterile syringe exchange services to people who use drugs (PWUD), an underserved population that includes many individuals experiencing homelessness and others living below the federal poverty level.  Services will include the exchange of sterile syringes for used ones (i.e., one-to-one exchange, negotiated exchange, etc.); free anonymous and/or confidential HIV and HCV testing; intensive linkage to HIV & HCV treatment services and participant tailored patient navigation; referrals to Substance Use Disorder (SUD) treatment services, SUD recovery support services, community Naloxone distribution, and basic wound care.

Bridging Access to Florida Recovery Communities Project This is a three-year program focusing on service delivery and recovery infrastructure development in the western communities of Palm Beach County. These rural, geographically isolated areas have significant service gaps and high health and socioeconomic disparity with coastal, predominantly white, non-hispanic communities.  The program offers weekly recovery events, peer support services, and Peer Specialist and Wellness Recovery Action Plans (WRAP) training for community members. The goal of this grant is to support and encourage individuals with lived experience of SUD’s and/or MHI to become recovery peer supports in their communities by providing them the education and supervision needed to become certified recovery peer specialist through the Florida Certification Board.

ANNEX - PBC Emergency Shelter Program
A Housing Care Coordinator and Recovery Peer work on-site at Annex to build connections with guests working toward placement in housing. The Annex program includes peer specialists and a housing care coordinator. This emergency shelter program is an extension of the Lewis Center program and operated in collaboration with Goodwill Industries. This program was requested by the county developed through the PBC Community Services Program.  It is currently funded through Emergency Solutions Grants from HUD.

ESG - Emergency Solutions Grant Rapid Rehousing Program
The Emergency Solutions Grant is a rapid rehousing program that is funded by PBC/CARES ACT HUD money. The program consists of assisting 12 individuals that have been directly referred from the COC that will be assisted in securing housing for a 12 month period and attain self sufficiency and stabilization within that time frame. The main criteria for eligible participants are that they are homeless, have SUD, Mental Health or co-occurring issues, and willing to participate in recovery support services. The consumers admitted to the program will be assisted in securing housing in which the rent is reasonable, meets the FMR standards set forth by HUD, lease is in their name, and an HQS inspection has been completed. The participants must meet with their case manager on a regular basis to work on goals. The participants are also required to contribute to their monthly rent on a declining rent fee schedule. The participants will also be referred for other services if needed. In the event that the participant is unsuccessful, they will be referred to other housing programs in the county such as PSH if possible. Disclaimer: if a participant has been chosen as a program participant and pulled from the Annex and chooses to terminate from the program early, or violate program requirements-the individual must be homeless for 2 years before being eligible for services.

COSSUP
  The purpose of the Comprehensive Opioid Stimulant Substance Use Program is to provide recovery housing with certified peer services, care coordination and other recovery support services for clients with Opioid & Stimulant Use Disorder referred from the Palm Beach County Criminal Justice System and other criminal justice involved individuals in order to reduce substance use and recidivism rates. The main eligibility criteria are: Palm Beach County Resident, SUD history, housing instability, and involvement with the criminal justice system/incarceration within the last 6 months. Referrals are made through coordinated entry, specialty courts, PBSO Reentry Program, and internal referrals. The program is up to 6 months and offers participants housing support, flex funds support or both. The participants are required to meet very specific criteria to remain eligible in the program such as completing assessments and meeting regularly with the COSSAP Team. There is a research component that Dr. Heather Howard from FAU is completing.
M.A.P.S. (Medication-Assisted Peer Support)
M.A.P.S. (Medication-Assisted Peer Support)
Medication Assisted & Peer Support (MAPS) treatment program is a grant-funded, 12 week substance use disorder treatment program offered through Palm Beach County Sheriff’s Office in collaboration with Southeast Florida Behavioral Health Network in collaboration with Wellpath, The Recovery Research Network, and Rebel Recovery Florida.  It is highly structured with a full daily schedule with access to individual sessions and groups that is 100% voluntary for inmates living with an opiate- or stimulant-use disorder.  Participants live within and work together to support a recovery community with access to medication & medical, mental health, and peer support services.  Peers facilitate groups on Wellness in 8 Dimensions, Building Better Boundaries, Wellness Recovery Action Plan, and support participant-led recovery community programming.  They utilize motivational interviewing (MI), SMART goals, and recovery capital measures (BARC10) to inform collaborative recovery planning.  Participants continue services following completion while in general population, including support for re-entry planning and navigation to community resources.

MacArthur Foundation funded overseen by Criminal Justice Commission   The Next Steps is a program for justice-involved individuals meeting certain criteria for repeat, low-level offenses and is operated in coordination with First Appearance Court, Arraignment Court, and the PBC Criminal Justice Commission. Following sentencing, the individual has the option to meet with a forensic peer who provides them with Rebel Recovery program information and the option to be transported to the Recovery Community Center following release. The team includes peer recovery support services and care coordination.

Child Welfare Services ECC/FDC
Early Childhood Court & Family Drug Court ECC and FDC are a multidisciplinary team that works with individuals and families who are identified by DCF and the court to participate in a program of recovery, resolution of legal issues, and ultimate reunification with their children.  Rebel Recovery has a Peer that provides peer supportive services to the court participants that choose to engage with peer services.  The role of the peer is to provide support in the courtroom environment, assist with completion of case plan and court tasks, and recovery focused goals.  The eligibility criteria is based on a referral from the ECC or FDC coordinator asking Peer to meet with the participant and discuss peer services.

This team focuses specifically on participants with substance exposed newborns including those that have involvement with the child welfare system. Its main goal is to support family preservation efforts. Comprehensive care coordination is provided to participants in addition to support from specialized peer navigators or supports.

Advancing Recovery-Informed Communities.  Rebel Recovery is also a training provider for the Florida Certification Board.  Evidence-based practices and lived experience inform a range of courses.  These include required CEUs for Florida Certified Recovery Peer Specialists.  Others include: Motivational Interviewing, Principles of Harm Reduction, Wellness Recovery Action Plan Seminars 1 & 2, Forensic Peer Services, and Child Welfare Services. Rebel Recovery collaborates with a number of institutions including Johns Hopkins University, University of Miami, Florida Atlantic University, and the University of Central Florida.
